When attempting to add an item as substitute item,
the following error occurs.

ERROR
-----------------------
The substitute item already exists as a main item or is set up on replenishment at the given location.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an item and add an item as substitute item.
2. For the substitute item, make sure no records in sub_items_detail and there exists a record in repl_item_loc for the item/loc, such that deactivate date is in past, which would imply the item is not active in REPL_ITEM_LOC.
3. Click on Ok after adding the substitute item and notice the error - "the substitute item already exists as a main item or is set up on replenishment at the given location."
