ACTUAL BEHAVIOR
--------------------------
Even though there were pending Change Commit and/or Cost Type Business Process (BP) records, the Description field of the Schedule of Values (SOV) is editable.
EXPECTED BEHAVIOR
--------------------------------
The SOV should be locked when there are pending Cost or Change Commit BP records.
