ACTUAL BEHAVIOR

System is not validating Zip code provided ( Applicant -> Address /Employment block) when Simple App Entry or App Entry Web Service is created

Setup-> Zip code configuration does not have the zip code provided in the app entry

EXPECTED BEHAVIOR
-----------------------
System should validate zip code provided in Simple App Entry or App Entry through Web Service is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Invoke Simple Application Entry Web service call or App Entry Web Service call and ensure the Zip code passed under Applicant-> Address or Employment block.  Zip code does not exist in Setup-> Zip code configuration.
2. Verify whether  system validate Zip code provided according to  setup data

Check whether the application created if zip code validation fails.
