Slow Performance with OIPA Searches Using database.nlscomp=LINGUISTIC (Doc ID 3038430.1)

Symptoms

On : 11.3.0.29 version, Client Activity


ACTUAL BEHAVIOR
---------------
OIPA Searches with database.nlscomp=LINGUISTIC are slow due to amount of data.
When using BINARY,  it works faster however it does not fill the Requirements as searches should be Linguistic.

Ex: Client Search, Policy Search. LINGUISTIC: % takes 3 minutes. BINARY takes: 5 seconds. ASCLIENT table contains 5M+ rows.


EXPECTED BEHAVIOR

Linguistic searches should work find and quick.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OIPA.
2. Perform a Client /Policy Search.
3. The LINGUISTIC: % takes 3 minutes while BINARY takes: 5 seconds. ASCLIENT table have over 5M rows.
