Agile 9.3.6 RUP27

Unable to unlock a project locked by user who left company (Inactive)

FACTS:

Customer has the appropriate Modify all activity Privilege and AppliedTo setup correctly:

Activities.General Info.Lock user

Activities.General Info.Locked Program

But still cannot unlock the Project
