Future Dated Non-Payee Account Creation Failure (Doc ID 3039049.1)

Consider the below use case in Billing Revenue Management (BRM): 
1. The user has an existing company onboarded which is equivalent to creating 1 payee and 1 non-payee customer.
2. Now the user is anticipating and wanting to add a new branch which will start operation in some future date. The user wants to setup those customers beforehand, by adding an additional non-payee account under existing payee account.

While creating future-dated non-payee account, it fails with below error

How can we achieve this scenario in out-of-box? 


STEPS

The issue can be reproduced at will with the following steps:
1. pvt Jul 12 - create parent account with one non-paying child, effective date is Jul 01
2. Create second non-paying child account with effective date Oct 01
