ECE Cache in DR Site Was Not Aligned with Primary Site (Doc ID 3040621.1)

Goal

In a cloud native high availability deployment, with Active (Production/Primary site) - Hot Standby (Disaster Recovery (DR) site) topology, it was observed that after switching the DR site as the primary, there was a cache loss in Public User Identity (PUI) cache.

What could be the possible explanation which might cause the cache in DR site not aligned 100% with Production. It appears as though the problem could be during the federation between Production and DR site but cannot be sure if it is in the incremental update process or in the regular federation that was started weeks ago.
