Primavera P6 AdminServer Fails to Start (Doc ID 3040648.1)

Symptoms

When attempting to start P6 EPPM using start_Primavera.bat, the following error occurs in the AdminServer log (..\<ORACLE_HOME>\user_projects\domains\<P6 EPPM Domain>\servers\AdminServer\logs)

ERROR

#### <P6_SERVER> <> <> <[severity-value: 4] [rid: 0] [partition-id: 0] [partition-name: DOMAIN] > 1. java.lang.OutOfMemoryError: GC overhead limit exceeded
2. java.lang.IllegalStateException: Unable to perform operation: post construct on weblogic.diagnostics.lifecycle.DiagnosticSystemService

A MultiException has 2 exceptions. They are:
1. java.lang.OutOfMemoryError: GC overhead limit exceeded
2. java.lang.IllegalStateException: Unable to perform operation: post construct on weblogic.diagnostics.lifecycle.DiagnosticSystemService

 Additional Symptoms

The command "opatch lsinventory" fails with the following errors

  1. On the Application Server, open a CMD window.
  2. Navigate to <ORACLE_HOME>\OPatch
  3. Execute:  "opatch lspatches"
    ...<ORACLE_HOME>\OPatch>opatch lspatches

List of Homes on the this system:

Inventory load failed... LsPatchesSession::loadAndPrintInstalledPatch()
LsPatchesSession failed: Rawlnventory gets null OracleHomeInfo

STEPS

The issue can be reproduced at will with the following steps:

  1. Execute <EPPM_HOME>\scripts\start_Primavera.bat.
  2. The Java process utilizes 80% of the CPU.
  3. The process does not complete and the AdminServer log show the error.
