Protect Confidentiality is not Checked for the 1st Reporter in LAM (Doc ID 3041726.1)

Symptoms

The 'Protect Reporter Confidentiality' option is enabled (ticked) for Local Affiliate (LAM) Sites in the Argus Console under Access Management > Argus > Sites > User Sites.

However, when a user creates a new LAM Case, the "Protect Confidentiality" option is not initially ticked for the Initial (1st) Reporter in the LAM Case. "Protect Confidentiality" gets automatically ticked for subsequent reporters.
