One Change Order Added In Relationship Tab But Two Changes Added And Relationship Rule Is Failed (Doc ID 3042590.1)

Symptoms

Actual Behavior
If one change order is added in relationship tab, two change orders added.

Expected Behavior
if one change order is added in relationship tab, only one should be added.

Steps to Reproduce:
1. Start Agile Application Server 9.3.6
2. Start File Manager Server
3. Open a browser and Launch Agile PLM Web Client using url http://{server_name}.{domain_name}:{port}/Agile/PLMServlet
4. Log into Agile PLM 9.3.6 Web Client
5. Create one item P00001, release in a change order
6. Create 2 new change orders for the same item P00001 (Rev A) in C00001 (with Rev B) and C00002 (with Rev C) In Change Order C00001, set a rule in the Relationship tab that once the C00001 change order is released, the next C00002 will be released.
7. Change order C00002 released without any issue after releasing C00001 change order as per the mentioned RULE.
8. Again Created 2 new change orders for the same item P00001 (Rev C) in C00003 (with Rev D) and C00004 (with Rev E) In Change Order C00003, if add C00004 for setting a rule in the Relationship tab, two changes were added.
9. Not only specific to a single item, it is the same as other change orders as well with another item.
Expected result is: only C00004 is added why was C00002 added.
