ECE Customer Cache Data Showing Wrong After ECE Restart (Doc ID 3044106.1)

Symptoms

In customer's environment,Elastic Charging Engine (ECE) customer cache data wrong after ECE restart

Same value should be reflected for ExpirationTime before and after ECE restart.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a new account (best to backdate creation date to make testing easier, for example on 15.9.2023)
2. Close account (using current time).
3. Observe ECE cache content for closed account
4. Restart ECE (load from persistence is not used)
5. Observe ece cache content for closed account after ECE restart
