Symptoms

After Patch Set 3 (PS3) to Patch Set 8 (PS8) upgrade, during service suspension (inactivate service using PCM_OP_CUST_UPDATE_SERVICES), cycle forward events are triggering which is not expected in comparison with the behavior in PS3.

It is expected that cycle forward events should not trigger as was the behavior in PS3.

Scenario:

create an account
purchase a deal with cycle forward charges
inactivate the service with PCM_OP_CUST_UPDATE_SERVICES
