On : 2.9.0.1.1 version, ENV - Environment

Adding some Case Characteristics gives two text fields occasionally, or sometimes no field at all.

ACTUAL BEHAVIOR
---------------

When adding foreign key characteristics to case, the Edit Case page occasionally produces 2 text fields. When 1st field is populated, an error message is generated. This is observed when the Characteristic Type's FK Reference does not have a search zone.


Steps to reproduce:
(To Reproduce two field):
1. Navigate to an existing Case and click on Edit
2. Add a foreign key characteristic

EXPECTED BEHAVIOR

Only one input text field expected.
