While Submitting Job Stream C1-WFSUB, All Events are going into Pending Status ORMB 6.1

Symptoms
While trying to submit a job stream, it is putting all the events of job stream in pending status and not moving ahead.
Job is in started status, it is not completing, and because of that event status are not changing.
Since this job is started it is stopping instance of C1-WFSUB jobs in pending status.
In database it can be found that below query is stuck since long time.
"UPDATE CI_BATCH_CTRL SET LAST_UPDATE_DTTM = :1 WHERE BATCH_CD = :2 /* com.splwg.base.support.batch.BatchRunOrchestrationHelper */"
Further analysis was found that it looks like older inactive session of this query are blocking the execution.
