/tmp_journals_to_process Object Not Getting Created For Zero Amount Charged One Time Products.

Symptoms
On environment running Oracle Communications Billing and Revenue Management (BRM) 12.0.0.8.0 version, /tmp_journals_to_process object is not getting created for one time products with 0 fixed & scaled amount when running "pin_cycle_fees -purchase"
Below is the account hierarchy in this project
1. We have a billing account(BA) which is a paying account and where the bills are created.
2. Billing account will have a Non-Paying child(NPC) account under it.
3. Services will be created under the Non-paying child account and all the charge offers will be purchased at the Non-paying child account level. The charges from non-paying child account will be rolled up to the billing account.
4. Currency used is Euro.
Steps followed to replicate the issue w.r.t non-creation of /tmp_journals_to_process object:
1. BA account was created on 05/09/2024.
2. Service creation was initiated for NPC account with purchased/usage/cycle dates set as 31/12/2029 on /purchased_product.
3. Performed service fulfillment to reset the purchased/usage/cycle dates to the current date i.e. 06/09/2024.
4. Change pin_virtual_time to 01/10/2024 (same as the next_bill_t for NPC account on /billinfo object)
5. Execute pin_cycle_fees utility using the below command.
pin_cycle_fees -purchase -start 30
After the execution of pin_cycle_fees utility, we observed that the /tmp_journals_to_process entries are not created for one time charge offers with 0 euro charge.
Actual behaviour: No entry is created in /tmp_journals_to_process for one time products with 0 euro charge (fixed/scaled amount).
Expectation: After the execution of pin_cycle_fees utility, /tmp_journals_to_process entries should be created for one time products with 0 charge amount (fixed/scaled amount).
