Symptoms

A concern has been raised that View Tools can be directly accessed without a user login.

Changes

 A custom View tool was created, and it's possible to access the tool without logging in by pulling up the full web address for the tool, e.g. https://<Pres Server FQDN>/tools/event/TracerouteTool.php?Target=127.0.0.1
