ODR initiated by Back-to-Back Orchestrator Activity created with the wrong effective date/time
During Transfer of Service with a connected Service Point and meter, On Demand Read is initiated. During this process, the stopped Usage Subscription automatically has a set end date/time of stop date plus 11:59:59 PM. As a result, the Back-to-Back initiates an ODR command with an effective date/time of stop date + 11:59:59 PM. This is causing a delay in the transfer of service, and we expect the effective date/time to match the service date/time of the Orchestrator Activity.
