Unable to Import Some R3 Files From MHRA Due to 'Error in Fn:CheckRecFileFormatByXml' (Doc ID 3050508.1)

Symptoms

The user was unable to import some R3 XML files from Medicines and Healthcare products Regulatory Agency (MHRA) and has encountered the following error in the Interchange import logs:

Error in Fn: CheckRecFileFormatByXml
Object reference not set to an instance of an object.

Following error was observed in ESM Debug logs :

HL7 ICSR XSD Validation Error : The element 'observation' in namespace 'urn:hl7-org:v3' has invalid child element 'effectiveTime' in namespace 'urn:hl7-org:v3'. List of possible elements expected: 'realmCode, typeId, templateId, id, code' in namespace 'urn:hl7-org:v3'.
