No Consistency In Attachment Methods On ECM UI

Symptoms
User receives the "Illegal Extension" error when performing the TAKE ACTION --> ATTACH DOCUMENT function.
Workaround: ADD EVIDENCE --> ATTACH DOCUMENT does not produce the error using the same attachment.
The normal function is that special characters like commas "," can't be in filenames of attachments but if you use "Add Evidence" button + "Attach Document", it allows you to attach files with commas.
Therefore, the attachment methods have different rules for filenames. It should be consistent. Whether we are allowed commas or not, it doesn't matter. It should be consistent.
