On : 12.0.0.8.0 version, Rating business logic
User are observing that DGW is responding with 5012 instead of 5030 when the childImsi is deleted(removed).

The issue can be reproduced at will with the following steps:
1. For existing customer, active with childImsi(like for smart watch)
2. Sy attached with user.
3. Delete childImsi
4. Pass the usage/attempts to attach it again with same MSISDN, DGW is responding with 5012 instead of 5030 (DIAMETER_USER_UNKNOWN)
