Symptoms

When running a production batch of Allocations, several Allocation are running a lot longer than normal.  The Allocations merge data into a custom Management Ledger table that has both partitions and sub-partitions. They should run in under a minute but are running much longer.

These Allocations did have slow performance in the past and a Task was added to gather statistics prior to their execution.  However, even with gathering stats immediately before their launch, the Allocations are very slow.

If they re-run the Allocations several times, sometimes they run as expected and sometimes they are slow.
