Symptoms
On : 5.1.0.0.0 version, ENV - Environment
Pay instruction is going into exception instead of going into open status.
The scenario is that Payment is made for a Subscriber that exists in ORMB, but the Health plan on the Payment record is not matching with the Health plan that the subscriber has signed up for in ORMB.
Not having any control on what Centers for Medicare & Medicaid Services (CMS) will be sent, so if there is no an exact match, the record should simply go to Open state and not exception.
