Error Completing DD Task for EWO to Disconnect Circuit - "One or more facility assignments made for this order are not ready to be due-date completed. They are pending another assignment for another order." (Doc ID 3053172.1)

Symptoms

When attempting to complete the DD task for EWO to disconnect a circuit, an error message (image below) is received and indicates there is one or more facility assignments made on the order which are not ready to be due-date completed because they are pending another assignment for another order. Clicking YES to view the blocking circuits opens the Pending Order Details window listing an Order Number that needs to be "due-date completed before the current order". However, the EWO where the circuit was "New" and placed "In Service" has already been completed. Its SERV_REQ.SERVICE_REQUEST_STATUS is 901 and all its tasks are 'Complete' and their TASK.ACTUAL_COMPLETION_DATE values are populated.
