Symptoms
From Argus 8.4 onwards, the Meddra Upgrade has the option to be self serviced.
However under Argus Console> Tools> Dictionary Managment is not an option available.
The Global Admin role is necessary for the Dictionary Management Options to be enabled but when attempting to assign the role via the UI, the following error is being returned
-ERROR
You do not have access to assign/remove this role
