Symptoms

OC3C(Oracle Communications Convergent Charging Controlle) is unable to send SM_SUBMIT to SMSC(Short Message Service Center) and generate transient failure error, below error is observed on xmsTrigger.log during this. The below PRES=2 Error is observed while sending SMS(Short Message Service) Notification to SMSC
