Symptoms
In PFT 8.1.2.2, when editing Static Table Driver allocation with large selections in key dimensions (350+ members), the following error occurs.

414 Request-URI Too Large
Steps to reproduce:
1. Create a Static Table Driver Allocation. Specify Key Dimension with 20 members, then Target Dimension with 1 member.
2. Update the Static Table Driver and add 350 members in key dimensions. Saved then edit, and the error occurred.
