PS solver doesn't schedule active operation of maintenance work orders at the start/beginning of the PS planning horizon.

Steps:

1. Open work order editor - create multiple maintenance work orders.
2. Manually change the status of the first operation of the work orders to active status.
3. Solve and review the results.
4. Observe the active operations corresponding to the work orders are not scheduled at the start of the planning horizon.
