Goal

This is a new requirement for merge functionality, where user has write access for different cases and those cases belongs to different organizations, in such case, we have to restrict them for merge process.

Below is the use case:

We have a user say ABC, and he has write access to case types C1 and C2. Where C1 is mapped to a organization Org1 and C2 is mapped to organization Org2.

When user-ABC performs merge operation for C1 and C2, it should not allow to merge C1 and C2.
