First Usage Activation Notification is Not Working

Symptoms
The user tests first usage notification in Elastic Charging Engine (ECE) with below scenario.
1. Enabled "Activate all other offers in addition to first usage offer" this setting at bundle level
2. Then in Offer customization offer start, select as First Usage.
3. Submitted bundle
4. Enabled this parameter in charging setting xml "firstUsageValidityInitNotificationMode="ASYNCHRONOUS".
4. Then created new account using this deal and product
5. Triggered usage request and passed initiate and update request
6. So first usage notification should trigger, but it did not get triggered.
