Errors are being thrown when the system attempts to parse dates formatted with dashes.

DETAILS
======
After upgrading to the latest patch (11.3.0.39), errors are being thrown when the system attempts to parse dates formatted with dashes.
For example, 1990-1-1 will cause OIPA to throw an exception.
The error occurs in OIPA when processing rules as well on AsFile requests where the request has the formatted date.

EXPECTED Behavior
==============
We expect OIPA to have the same behavior previously and allow execution of dates formatted with dashes.
