File Manager (FM) Startup Fails With Error:'java.net.ProtocolException: Server redirected too many times ..' (Doc ID 3055680.1)

Symptoms

1. FM start up failed with error.

"Startup log:javax.xml.ws.WebServiceException: java.net.ProtocolException: Server redirected too many times (20)"

2. For FM Configuration URL fails with below error.
"HTTP Status 500 – Internal Server Error"

3. File upload and download fails with Error/Not complete.



The issue can be reproduced at will with the following steps:
1. Start up FM server.
2. Fails with error.
