Order Revision 0 is not getting created in ORDHEAD_REV table
EXPECTED BEHAVIOR
-----------------------
Order Revision 0 is created in ORDHEAD_REV table
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From the Buyer Worksheet, choose to Create a PO in Approved Status.
2. PO will be created in RMS in Approved Status
3. No Rev records created
4. After batch runs, the first Rev record is created, which should be Rev 0, but instead, it is Rev 1
