Should One Use Collection Configuration Center or Billing Care for Configuring Collection Scenario (Doc ID 3056751.1)

Goal

After launching Billing Care one can see 'Collections' section but there is no option to configure scenarios and actions. For configuring collection scenarios and actions, which GUI shall be used - Collection configuration center or Billing Care?
