Error "xx is not a valid value for field: <FieldName>" When Importing Business Process Record Line Item Template (Doc ID 3057567.1)

Symptoms

When attempting to Import Business Process (BP) record details, the following error occurs.

ERROR
xx is not a valid value for field: <FieldName>

The issue can be reproduced at will with the following steps:

1. Log into Unifier.
2. Data element (DE) is created from Data definition (DD) which is defined with Value as number (e.g., 11) and Label as Non-English string.
3. Open Project/Shell and navigate to target Business Process (BP) list, Open a record, click on the Line Item Detail form and  Export the Line Item template.
4. Import failed with the above error displayed in import error log.
