Billing Time Discount Not Triggered the NCRs Given By Discounts Purchased in Backdate Scenario (Doc ID 3058122.1)

Symptoms


ACTUAL BEHAVIOR
---------------
Billing Time Discount is not triggered the non currency resource (NCRs) given by discounts purchased in below backdated scenario. 

1. Account created on April 25th 2024 with Effective_t = March 1 2024.
2. Basic product purchased with start date as March 1 2024.
3. PVT was changed to May 1st 2024 and run the billing for child and parent account.
As soon as the account created with above setup, bill cycle of child account was May 1st 2024 to June 1st 2024. Bill cycle of parent was May 1st 2024 to June 1st, 2024.
Same account was billed on May 1st, 2024, and the next cycle bill is June 1st, 2024 to July 1st, 2024
4. PVT was changed to May 25th, 2024 and the deal was purchased with start date as April 1 2024 this include the BTD and TDS discount was purchased with backdate also (April 1 2024).
The charge offer (CO) purchased is a quarterly and the renewal will happen on July 1st, 2024. ( start_t: April 01 2024, end_t: July 1st, 2024)
5. PVT was changed to June 1st 2024, and was run the billing for the ship_to account (child) and after for bill_to (parent)
pin_bill_accts -pay_type 10007 -file ship_to_t3.xml -verbose
pin_bill_accts -pay_type 10001 -file bill_to_t3.xml -verbose

EXPECTED BEHAVIOR

After the billing June. the expected result is that the impact for the NCRs that TDS discount give should be impacted two sub balances for the Cycle Tracker resource with the following dates:
- April 1st 2024 to Jul 1st 2024
- May 1st 2024 to Jul 1st 2024
 but instead was created the sub balance for:
- May 1st 2024 to August 1st 2024 only.
