Application Allows the Task NEWTASK to be Marked as "Not Required" When There Is No DD Task on the Order (Doc ID 3058170.1)

Symptoms

A user is allowed to mark a task based on the NEWTASK functionality as 'not required', even if there is no DD on the order. This was previously reported and fixed under Bug 31755181; however, we are seeing new instances of this in 6.3.1.788.8.

The functionality appears to still be working if you go through Wok Management (w_task_generate_response_maint ) but not when you go through PSR/Task Maintenance (w_task_generate).
