Symptoms
On Oracle Life Sciences Data Hub (LSH) 3.1.0.5 version,
When attempting to submit a scheduled PLSQL program,
the following error occurs:

The issue can be reproduced with the following steps:
1. Create a PLSQL program using LSH APIs.
2. Install the program.
3. Submit the PLSQL program as a scheduled job.
