OUTA Not Starting After Being Installed (Doc ID 3059959.1)

OUTA Not starting after being installed

Installed a new version into Oracle 19c DB per Oracle Utilities Testing Accelerator Installation and Administration Guide Release 7.0.0.1.0 F82783-01

Have tried this using JDK 8u341 as well as JDK 17.0.13 and get same results.

Have installed OUTA 7 using GUI and after it was installed went to MW_HOME and ran startUTA.sh it starts but does not stay in memory. It just exits no messages.
If I run the java -jar -Dspring.config.location=classpath:application.properties,file:./application.properties uta-7.0.0.1.0.jar (taken from the sh script) and run it directly, it returns this message:

How can I get OUTA to start?
