Discount Is Not Getting Applied Upon Service Resumption

Symptoms
Discount is purchased after service resumption and discount is not getting applied for the remaining days of the bill cycle.
Note: if there is no suspension/resumption in above scenario then upon purchase of discount on 31st July, prorated discount for 1 day is getting applied.
STEPS

The issue can be reproduced at will with the following steps:
Product Setting: Purchase - Prorate, Cancel - Full.
Discount Setting: Purchase - prorate, Both of the Cancellation setting - Full Discount
1. Provision an account with BDOM (Billing Day of Month) = 1 with a monthly cycle forward product on 20th July. Next Bill date is 1st Aug.
2. Suspend the service on 29th July.
3. Resume the service on 30th July.
4. Purchase a discount for that product on 31st July.
ACTUAL BEHAVIOR
---------------
Upon purchase on 31st July, no discount is getting applied from 31st July i.e. for 1 day.
EXPECTED BEHAVIOR
-----------------------
Discount should get applied for 1 day.
