Information Lifecycle Management Date Is Set To Null If The Dispatch Group On CI_FO Changes (Doc ID 3061152.1)

Symptoms

Found that if any updates are made in the Customer Care and Billing application on A FO_ID to the DISPATCH GROUP field that is tied to an FA_ID the CI_FA table the ILM date is set to NULL. This should not happen, and the ILM date is need for the ILM Crawlers to Update the ILM_ARCH_SW to Y. Tested CI_FO and CI_FA changes and only time it happens id when disp_GRP_CD on CI_FO changes.
