Change History Records Are Deleted After Hard-Deleting a File Folder

Symptoms
The Change_history table contains duplicate IDs for Attachment objects and other related objects. The SQL delete statements used to remove these entries rely solely on the object ID as the condition.
Steps
1. Login to Agile Web Client - http(s)://<FQDN>:<port>/Agile/PLMServlet as admin.
2. Open FOLDER001.
3. Perform some actions (e.g. File upload, Checkin, Checkout, Cancel Checkout).
4. Open ECO001.
5. Perform some actions (e.g. Move status to CCB, add admin as approver, approve as admin)
6. Check ECO001 History tab. Performed actions were recorded.
7. Go back to FOLDER001.
8. Delete FOLDER001.
9. Go to Recycle Bin Searches > Deleted File Folders.
10. Hard delete FOLDER001.
11. Go back to ECO001.
12. Navigate to History tab.
13. Verify actions performed were still recorded in the History tab of ECO001.
14. Go to Workflow tab.
15. Verify Signoff information were still visible in the Signoff table.
