Federation is Unable to Synchronize Subscriber Data

Goal
Scenario:
- The setup includes a three site active-active-active cluster topology
- A subscriber account was created in cluster 1
- Elastic Charging Engine (ECE) cache details were verified ok in cluster 1
- ECE cache details were not verified ok in cluster 2 because Customer and Balance cache are not synchronized
It appears that the federation between the sites could not fully synchronize the subscriber details leading to mismatch of subscriber data between the sites.
