FTP 8.1.2 Skipping AAI Installation and Failing With FATAL ERROR-Problem with OFSAA Service Errors (Doc ID 3062436.1)

Symptoms

On FTP 8.1.2, when trying to install FTP 8.1.2 on a new environment from scratch, the AAI installation is failing. After configuring the the files inside the patch and launching the installer, it fails with "FATAL ERROR-Problem with OFSAA Service" , because it is skipping AAI installation.
The reveleus and ftpshare folders are empty afterwards, also nothing is added in .profile file.
