Policy Search Performance Issue Using Group Restrictions Based On Policy Field

ACTUAL BEHAVIOR
---------------
The business are using standard OIPA method to filter some Policy data for some AD groups.
The OIPA UI Policy Search for a given Policy Number is taking over a minute for several users. The query is giving inconsistent results.
This query is using Policy Number unique index but screen display still takes over 30 seconds for me.
It takes over a minute for some other users.
There are Plans for similar query where AsPolicy table is getting a full scan.
This has made OIPA UI unusable for many users. We are adding more volume on OIPA and this is one of the blocking issues that users have reported.
EXPECTED BEHAVIOR

Policy Number is an index column. Policy Search should return in 2-3 seconds. It's taking over a minute for most users.
Policy Search was fast with just a few seconds response for lower volume and without restricting search.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to OIPA UI.
2. Enter a Policy Number within the Unified Search.
