OFSAAI 8.1.2.3: Data Entry Form Shows Spinning Icon Upon Performing Bulk Authorization

Symptoms
On 8.1.2.3 version, you are getting spinning icon in Data Entry screen when performing bulk authorization.
In the database table however, records are already updated to Approved (F_AUTH_GLAG='A').
Below error was found in managed server log:
java.lang.StringIndexOutOfBoundsException: String index out of range: -4
at java.lang.String.substring(String.java:1967)
at jsp_servlet._defi._dataentry.__displaypage._jspService(__displaypage.java:3350)
Same issue is happening with 400.000 or 2 records.
