Balance Consumption Is Not Applied Correctly In The Tiered Rating In The Charge Offer (Doc ID 3063252.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.8.9 version, Rating business logic,

ACTUAL BEHAVIOR
---------------
Balance consumption is not applied correctly in the tiered rating in the Charge Offer

Here user have configured the tiered rating in the charge offer to consume the Balances on priority basis as below:

1. Top Up balance should get consumed , until there is balance in this Balance bucket it should get consumed
2. Base plan balance should get consumed , until there is balance in this Balance bucket it should get consumed
3. if the above both are consumed completely then the 3rd tier which is Free Of Charge should get consumed.

For the below scenario, before the complete consumption of the balance it is reserving from the Free of charge bucket. Here active reservation is present in the Free Of Charge bucket even though there is a balance available in the Base plan bucket.Here

This issue is happening as a corner scenario and applicable for 1GB / 2GB / 3GB any grant value.

EXPECTED BEHAVIOR
-----------------------

Until the full consumption of the base plan bucket, it should not be consumed from the Free Of Charge bucket.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create an account
2. Purchase the base bundle with the 2GB data grant
3. Send the INITIATE request via DGW so that ECE will grant 100 MB as per reservation configuration.
4. Send an UPDATE request via DGW , with 1GB as USU.
