Error "SEVERE: java.lang.NullPointerException" Attempting to Import an XER File via P6 Web (Doc ID 3063843.1)

Symptoms

Attempting to import an XER file via P6Web, the import fails and the following error is found in the <P6 EPPM home>\p6\WebAccessLogs\P6WebAccess.html file:

ERROR

SEVERE: java.lang.NullPoinerException.

When attempting to import the XER in P6 Professional, it hangs at Saving Changes.

The issue can be reproduced at will with the following steps:
1. Log into P6 Web.
2. Import XER file.
3. Import fails with the reported error in the log.
