Incorrect QoS-Information AVP With Mandatory Flag Set In CCA Response (Doc ID 3064128.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.8.11 version, Diameter Gateway

ACTUAL BEHAVIOR
---------------

It is observed that DiameterGateway is wrongly providing QoS-Information Attribute-Value-Pair (AVP) with Mandatory flag set in Credit Control Answer (CCA) message.

ECE is providing “QoS-Information” (AVP code 1016 ) in CCA in some cases, example Charging Rule Base Name (CRBN) change scenario. As per 3GPP TS 32.299 QoS-Information AVP shall not be present in CCA, but ECE provides QoS-Information and sets Mandatory flags.

The Network is considering this response as Bad Answer and deleting the Packet Data Network Session.
