Cannot get and open a file attachment in Agile PLM

All Users cannot get and open one file attachment.
The file contains the "&" symbol, but it is working with other files with "&" in the file name. 
File is not corrupt and users can open after download from app server. In the history there is the get and open action.

The issue can be reproduced at will with the following steps:

1. Navigate to problem attachment
2. Open/get a file attachment
