Goal

Why are the rates different for the two cases below that use the same base Interest Rate Code (IRC):

1. Hybrid Rate using the "Moving Average" method with a 2 year term from 8/1/2022 to 7/31/2024.

For 7/31/2024, Rate = -0.50994

2. Transfer Pricing Rule using the Method = "Moving Average" with a 2 Year term and assignment date of 7/31/2024.

Transfer Rate = -0.510164
